The Budget Analyst provides assistance to the Budget and Financial Planning Director. The Budget Analyst, oversees a wide range of responsibilities from accounting support such as preparation of journal entries and account reconciliations to financial planning and analysis. This position assists with development of the annual college institutional budget, monitors actual vs budget results during the year and researches any variances, prepares financial projections, provides financial analyses to support decision making for future growth, development and maintenance of the college.

Budget Oversight

  • Review of budget requests for merit and authenticity with use of assessment data for decision making to support efficient and effective allocation of resources
  • Review and process budget transfers and prepare journal entries for reclassifications, allocations and corrections. Review and certify adjunct faculty contract award funding. Ensure accurate and proper recording of costs and activity.
  • Coordinate and provide integrated accounting system training sessions for college faculty and staff
  • Function as Business & Financial Resources office liaison with college-wide committees and on special projects as needed

Consultation and Analysis

  • Prepare a variety of high level budget related analyses and reports as needed, also review current business practices and recommend new reporting tools and/or procedures to monitor budgets and improve operational efficiency. Perform cost benefit analysis to compare programs, review financial requests and explore alternate financing methods
  • Assist individual departments with development and execution of operational budgets and provide budgetary support to academic chairs and department heads. Conduct regular managerial reviews with college budget managers. Identify and anticipate operational and system problems, recommend and implement solutions

Compliance and Reporting

  • Analyze, monitor budget to actual performance results on a regular basis to ensure compliance with policies and procedures and to determine whether changes to funding levels are needed for certain programs
  • Provide budget data, reports and funding scenarios as requested to assist users in decision making of prioritized allocation of limited resources in achieving outcomes
  • Prepare projections and estimate future financial needs. Report on the budgetary operations of the College, prepare monthly and quarterly revenue and expense forecasts for executive review

Strategy and Strategic Guidance

  • Develop, coordinate and manage the College’s annual operating, capital and other funds budget, from department submissions to the Board of Trustees and county council approval and final closing and reporting.
  • Prepare projections for potential new programming to provide fiscal analysis and data validation and analysis for decision making on resource impact
  • Develop business and program plan analysis requirements and conducts business and program plan studies

Other duties as assigned

Bachelor's degree or higher preferably in accounting or business

Minimum of two years of general accounting/budget experience

Thorough knowledge of Generally Accepted Accounting Principles and practical knowledge of financial systems and internal financial controls and procedures required.

Ability to work accurately with financial records with a minimum of supervision. Customer focus and strong analytical skills required. Ability to handle sensitive information with complete confidentiality.

Ability to work well in a fast paced environment with attention to detail and deadlines.

Technical competence with integrated database systems. Experience extracting and assimilating data from variance information management systems to prepare comprehensive data analysis

Excellent oral, written and interpersonal communication and customer service skills required. Ability to deal effectively and tactfully with a wide variety of constituents, including all levels of management, faculty, and the general public.

Ability to handle sensitive information with complete confidentiality.

Knowledge of governmental and not-for-profit accounting preferred

Master’s degree or CPA candidate preferred

Two years of experience in a position at or relevant to an environment of higher education


Additional Important Information Regarding This Position

This position is responsible for interacting with all levels of leadership within the college. Requests for information / reporting can come from many different individuals which are time sensitive.

Preparation of financial projections requires development of sound assumptions and analysis of the reasonableness of those assumptions.
